TCPUD General Manager Honored with Statewide General Manager of the Year Award

TAHOE CITY, CA (MPG) - The Tahoe City Public Utility District (TCPUD) is proud to announce that General Manager Sean Barclay has been honored as the 2025 General Manager of the Year by the California Special Districts Association (CSDA).
This statewide award recognizes exceptional leadership, effectiveness and service to the community, and Sean’s selection reflects his outstanding contributions both to Tahoe City Public Utility District and to the broader region.
“This award is a reflection of the incredible team at Tahoe City Public Utility District and the strong partnerships we’ve built across the region,” said General Manager, Sean Barclay, reflecting on the award. “I’m grateful for the trust of our Board, the dedication of our staff and for the privilege to serve our community.”
Sean has served Tahoe City Public Utility District for 16 years, beginning his career in 2009 as a part-time engineering technician before advancing through multiple roles to become General Manager in 2017. From the outset, Sean committed to strengthening the District’s internal culture and building an organization grounded in values of trust, accountability and service.
Through his leadership, Tahoe City Public Utility District established Core Values that guide all operations, formed a Culture Team to sustain employee engagement, and launched a Leadership Development Program to prepare the next generation of leaders.
“Sean’s leadership has had a profound and enduring impact on our organization and our community,” said Judy Friedman, President of the Tahoe City Public Utility District Board of Directors. “His clear and compelling vision has built a healthy and resilient workplace culture grounded in shared values and strong leadership.”
Under Sean’s direction, Tahoe City Public Utility District has undertaken ambitious infrastructure projects and strategic planning efforts that ensure safe, reliable service for decades to come. These include the acquisition and consolidation of multiple aging water systems, the launch of two major water replacements and the development of Tahoe City Public Utility District’s Five-Year Strategic Plan and Long-Term Financial Plan.
Sean has also expanded Tahoe City Public Utility District’s role as a steward of community recreation. Under his leadership, the district acquired the Lake Forest Campground, the Lake Forest Boat Ramp and the Tahoe City Community Center property, secured funding for major multi-use trail reconstruction and led the North Tahoe Active Recreation Assessment to explore opportunities for a joint regional aquatics center.
Regionally, Sean is recognized as a collaborative leader well-versed in shared issues that impact all agencies in the region. His peers consistently cite his ability to strengthen relationships, share resources and align regional priorities.
Sean’s leadership has also earned Tahoe City Public Utility District statewide recognition, including the 2024 California Water Environment Association Small Operator of the Year, the 2023 California Special Districts Association Exceptional Outreach & Advocacy Award, the Best Place to Work in North Tahoe award and eight consecutive GFOA Certificates of Excellence in Financial Reporting.
